The Town Manager is appointed by and responsible to the Town Council for the proper administration of all of the affairs of the Town which the Town Council has the authority to control. The Town Manager prepares the agenda for the Town Council monthly meetings. The agenda report contains all pertinent background materials and possible avenues for action.
The Town Manager is also responsible for implementing the Town Council's decisions. The Town Manager is responsible for the efficient day-to-day operation of the town departments under his jurisdiction and for coordinating budget proposals for these departments.
Before starting any Indoor/Outdoor building project, please check with the Building Commissioner's Office to see if a permit is required. This will prevent any Stop Work Orders from being issued, thus delaying your project and preventing possible fines from being issued.
The fee assessed for building permits is minimal and established by the Yorktown 2009 ordinance.
One- and two-family dwelling permits are issued solely by the Town of Yorktown.
Commercial and Industrial building permits must be obtained primarily from the State of Indiana. When approved, a permit must then be obtained from the Yorktown Building Commissioner's office. A set of the approved plans must accompany the application. Additionally, permits may be required for outdoor utility sheds, fences and signs, both temporary and permanent.

The Yorktown Fire Department has been proudly serving the residents of Yorktown and Mt. Pleasant Township since 1913. We are an all volunteer department with around 35 members that covers 30 mi.2 and approximately 11,000 residents. While we started out as a strictly firefighting service, we now provide so much more:

This fall, The Town of Yorktown's Town Council established an upcoming water rate increase for the first time in 20 years. The increase will support critical maintenance, operational costs, and infrastructure improvements for Yorktown's Water Utility to provide a sustainable operational budget. With no adjustments since 2004, the current rates no longer generate sufficient revenue to cover the town's water service needs, which includes ensuring reliable access and meeting safety standards. The increase will help the utility maintain service quality, address aging infrastructure, and support ongoing investments in the waterworks system.
For most customers, particularly those with minimal water usage—approximately 2,000 gallons a month, often senior citizens or residents on fixed incomes—the impact will be modest. These customers, around 30% of the utility's base, will see a small monthly increase roughly equivalent to the price of a cheeseburger. This adjustment applies solely to the water portion of the bill; sewer and trash rates will remain unaffected.
The increased rates are structured to balance the utility's need for sustainable funding while keeping user costs manageable, especially for low-usage customers. For example, minimum users will see their base charge go from $11.88 to $19.05 per month, aligning Yorktown's rates with those of similar-sized Indiana towns. Customers can expect transparent billing, with the revised rate only applied to the water section, allowing them to track changes more clearly.
By adjusting the rates, Yorktown ensures the water utility can continue providing quality service without compromising infrastructure integrity, meeting regulatory requirements, and preparing for future needs. This proactive measure secures long-term benefits for the community by preserving essential services and fostering the utility's resilience for years to come.
The first bill customers will pay that includes the rate increase will be in February, 2025.

Not all Yorktown utility bills are identical.
Some customers receiving a utility bill get Yorktown Water, Indiana American Water, or may have private-well systems.
Some customers have Yorktown Wastewater charges while others may serviced by Delaware County Regional Waste, or have a septic system. Trash service is standard within Yorktown's urban areas but not for others. Additionally, even waste water is not standard on every utility bill.
